Valerijonas Seivalos, general manager of Qualcomm, is the instigator of this idea. He believes this method will avoid the pitfalls that have compounded the country’s auction of current 2G spectrum and lead to several second runs. He also suggested, however, that he did support a nominal fixed fee.
