Videotron Ltd of Canada has bought the Harrow, Middlesex cable television franchise from Telecable Inc, and says it has been approached with a proposal by East London Telecommunications Ltd, with franchises in Epping, Dartford, Tower Hamlets, Havering and Redbridge.
