US West Inc has broken ranks with the other Bell regionals and sub-mitted to Judge Greene a proposal that local phone companies operate only as wholesalers of capacity for speech store-and-forward, database and electronic mail services, leaving others to provide the information and to market the services: the proposal was submitted jointly with the American Newspaper Publishers’ Association, the Magazine Publishers’ Association and the National Association of Broadcasters; the other Bells have been holding out for the right to operate and market such services – perhaps jointly with outside information providers.
