It begins to look as if Perot Systems’ contract with the ES Postal Service is in dire jeopardy: the General Services Adminis tration is threatening to order that work cease if the partners do not cooperate with its investigation of the single-tender terms of the pact, which is protested by competitors; the Postal Service, which was transformed a few years back from a government department to a public corporation, contends that the GSA has no jurisdiction over it, and both it and Ross Perot’s new firm are refusing to hand over documents or to make available key offi cials – including Mr Perot himself – to testify before the board.
