Reuters Holdings Plc has run afoul of US Commerce Department export regulations, and has agreed to pay a fine of $400,000 for shipping US-built computer equipment from the UK without seeking express permission. This was required because the company was on probation following an earlier violation. Some workstations went to Comecon countries.
