The US Federal Communications Commission has tentatively given three companies special licensing preferences for pocket telephones and other personal communications devices, choosing from some 100 applicants – American Personal Communications Inc of Baltimore; Cox Enterprises Inc of Atlanta; and Omnipoint Communications Inc of New York; among the losers was McCaw Cellular Communications Inc; the pioneer preference gives the firms special treatment in the licensing process as a reward for innovation – American Personal Communications was named for its new spectrum-sharing techniques, Cox for using television cable to connect microcells, Omnipoint for new its techniques that would enable still further new services and features.
