US COURT OF APPEALS BARRED THE FEDERAL COMMUNICATIONS COMMISSION

A US court of appeals in Washington has barred the Federal Communications Commission from ordering telephone companies to make refunds to customers when they exceed their permitted rate of return on their operations, on the grounds that they were not permitted to demand more from customers when rates of return fell short of that allowed.
