A recent US government study says it cannot prevent countries like India, China and Pakistan from acquiring high-speed computers. A US policy based on a 1977 law put computer exports to a group of 50 countries including India under the list of Tier III countries subject to tight controls of even relatively low- end high performance computers capable of 2000 to 7000 million theoretical operations. Seymour Goodman, an information technology expert who did a study for the commerce and defense departments in the US, said that the restrictions were unrealistic as thousands of computers capable of up to 4600mflops were already installed around the world.
