The prospects for the Hutchison CableVision British Telecommunications Plc consortium with Hutchison Whampoa Ltd for the Hong Kong cable television licence – and hence the opportunity to break the monopoly of Cable & Wireless Plc’s Hong Kong Telecom Ltd in telecommunications in the Crown Colony – have immeasurably brightened with the news that the Hong Kong Telecom consortium has withdrawn from the bidding following the July decision that new cables must be laid and that the phone company was limited to 15%.
