Telefonica de Espana SA says that it will sign agreements with the Soviet Union this week on its proposed joint venture to modernise the Moscow telephone system: Telefonica is also hopeful that the Soviets will adopt its radio-based telephone system to bring phones to sparsely-populated rural areas.
