TELECOMMUNICATIONS MINISTERS AGREE CLAUSE TO ALLOW PAN-EUROPEAN VALUE-ADDED SERVICE

The European Community Council of Ministers – telecommunications ministers in this case – last week agreed the Open Network Provision, which will allow private companies to offer pan-European value-added services over lines leased from the operators – in most cases state monopolies; the Commission also said it intends to enact legislation forcing the introduction of competition in most telecommunications services in a decision that is certain to cause uproar, particularly in Spain and France, and likely in several other countries.
