Operators are having problems obtaining multiple permits from municipalities to construct masts, while the availability of handsets and the lack of roaming agreements are also causing concern.
Many Swedish municipalities are unwilling to issue more than one permit to build masts for fear than numerous masts will damage the landscape. The PTS maintains that operators can meet the coverage deadline it they come to an agreement on sharing mast building permits and roaming agreements, which they have so far failed to do.
