IT outsourcing has never really taken off in France in the same way as in the UK or US due to strong opposition from workers unions, but Paris-based Steria said that its sees potential in running its clients HR administration functions.
The new contract will see Steria roll out and manage a new HR software system for 1,000 staff working for the local authority of the town of Issy-les-Moulineaux. It will also handle related administration tasks such as payroll processing, hiring, and training management.
Crucially, there will be no transfer of staff from the client to the vendor, according to Marc Ginestiere, head of Steria’s BPO services in France, who told Computer Business Review that the contract formed part of a broader consolidation of the town’s HR department.
He did say that Steria had several HRO contracts in the French commercial sector worth between three to five years in length, and that there had been a transfer of employees on these contracts. Steria has not revealed the names of these clients, but said it plans to offer HR outsourcing services in other European countries such as the UK once it has established itself in France.
