Software Spectrum helps businesses manage a range of enterprise software asset management tasks with a variety of software contract interpretation, volume licensing deployment and usage reporting services. The Garland, Texas-based subsidiary of Level 3 Communications Inc will now also act as a European volume reseller to network service providers of any Microsoft software. The agreement takes in application software, desktop operating system programs and latest Microsoft server software such as Windows Server 2003, under the SPLA scheme.

SPLA is a Microsoft volume-licensing program that provides for third-party license use rights. By sharing bulk licenses it is claimed that business partners can install Windows Server 2003 Web Server edition for as little as 11.50 euros ($13) per processor a month and share it among multiple end customers.
