As the ruling stands presently foreign investors must pay higher wholesale prices to rent lines than domestic telecoms customers.
European Commission telecommunications commissioner Erkki Liikanen has threatened legal action against EU states if there is no significant climb down from the present system. Spain has two months to fall in line with the European directive, or the Commission will consider taking the matter up with the European Court of Justice.
