Southwestern Bell Corp and an unnamed Canadian partner are negotiating to buy up to a 40% stake in Philippine phone company Bell Telecommunications Ltd, or BellTel. Last week BellTel was awarded licenses to install phone lines in several areas of Manila and in various mountain regions that are currently without service. The deal would ensure the American companies’ entry into a country that currently has one of the lowest phone penetration rates in Asia.
