On April 24, 2001, the Telecommunications Administration Centre (TAC) issued a decision on the complaint filed by Telia in March 1998 concerning the interconnection fees in domestic mobile communications. Based on the calculation method it used, TAC came to the conclusion that the interconnection fees applied by Sonera in domestic mobile communications were not reasonable in relation to the actual costs.

In Sonera’s view, the right interconnection fee level in domestic mobile communications should be determined on the basis of commercial agreements.

According to Sonera, interconnection should be priced in a way that allows the operator to develop its mobile network so that it will enable the provision of even new services to customers. The pricing should take into account the continuous need for investment, related to the development of the industry, and the investment risks related to new service technologies.
