The new DMS will enable Dutch customs to comply with the requirements of the European Commission’s MASP (Multi Annual Strategic Plan). The department plans to incorporate the changes in sync with the modernization of the Dutch Customs legislation and the eCustoms Program of the European Commission. 

IBM will provide Dutch Customs licenses for DMS, a part of IBM’s overall eCustoms framework. According to the company, the eCustoms framework supports an incremental approach which enables customers to enter the transformation without changing everything at once. The assets offered within this framework serve the common demands according to the requirements.

The IBM eCustoms framework is a joint development of IBM and Intrasoft and is based on the IBM software group portfolio, WebSphere Process Server. According to IBM, eCustoms framework offers advantages including: compliance with common demands, flexibility for specific requirements and future demands, reduced development and maintenance costs by leveraging reuse capability, integration capability, platform independence and improved internal and external interoperability. 

IBM has signed the contract with Customs in September 2008 and the new system is expected to be operational by January 2010.
