The European Union (EU) is investigating whether Samsung has broken its promises to license key technology to any of its rivals.

Samsung, which has been entangled in patent war with Apple and other companies relating to 3G technologies, said it has not received any formal notice in this regard, and would not be able to discuss this matter now.

The probe is concentrated around Frand commitments which involve licensing of essential innovations that are vital for an industry standard based on fair terms.

The investigation takes into account an irrevocable commitment offered by Samsung to the European Telecommunications Standards Institute to abide by Frand terms.

The European Commission has initiated the proceedings on its own, saying there was no provocation from Apple or any other company.

Samsung has already been on the losing side in the war for patents and other product-design litigations, as courts ruled in favour of the competitors, in response to Samsung’s inability to abide by Frand commitments.
