Frontier Corp, the Rochester, New York telephone company formerly known as Rochester Telephone, has filed a shelf registration with the US Securities & Exchange Commission to offer up to $500m in debt, equity securities and warrants for working capital.

Shiva Corp, Burlington, Massachusetts got its public offering of 2.6m shares, 1.085m new, away at $70.25 per share. The $70m or so net proceeds are for working capital, product development, capital expenditures and possible acquisitions. Goldman, Sachs & Co. and Cowen & Co were the underwriters.

Learmonth & Burchett Management Sytems Plc, Houston got its offer of 2.5m American Depository Shares for Nasdaq away at $10 a share. The lead underwriter for the issue was Lehman Brothers Inc.
