Sembawang Systems Pte Ltd, Singapore and Vodafone Group Plc are to bid jointly as part of a consortium for the licence to set up a public cellular mobile telephone service in Singapore at a cost of an estimated $58m: in early June, the Singapore government announced it would offer a 20 year licence for the mobile phone service to generate greater competition for Singapore Telecommunications Ltd and has promised not to issue another licence within three years after April 1997 to allow the second operator time to establish a viable service; any consortium is required to have at least 51% local equity.
