Control Data Corp pioneered the idea in the US, so it should perhaps not be too surprising that Racal Electronics Plc is getting into the business of building and operating prisons over here: its Racal-Chubb security subsidiary is one of three shareholders in Contract Prisons Ltd, a company formed to respond to any initiatives that may come from the UK Home Office.
