The good news is that Philippine Long Distance Telephone wants $173m of local exchanges, 130,000 lines in total, and a digital international gateway, and Plessey Co, Siemens AG, Northern Telecom Ltd, L M Ericsson AB, NEC Corp, Fujitsu Ltd and Alcatel NV are all expected to put in bids: the bad news is that the telephone company doesn’t have any cash to pay for the equipment, so that the contract is likely to go to the company that is able to arrange the best financing terms from its government back home.
