The Persona consortium is submitting a complaint to the European Commission in connection with the awarding of Ireland’s second Group Special Mobile digital cellular telephone license. The Persona team was made up of Motorola International Network Ventures Inc, Unisource NV, Sigma Wireless Net-works Ltd and ESB International, a unit of Ireland’s Electricity Supply Board. Six tenders were submitted for the $23.5m license; Ireland’s Department of Transport, Energy & Communications awarded the license to the Esat Digifone team last November (CI No 2,818). The winning consortium was made up of Irish-based Communicorp Group Ltd, Norway’s Telenor A/S and a number of institutional investors. Some of the unsuccessful bidders later expressed their concern about the process of awarding of the license.
