The report suggests that even after three years, trading will still be subject to general progress of 3G roll out. In any case, at present trading cannot be permitted in the UK because there has not been an EC Framework Directive introduced as yet.

This was good news for the UK’s five current license holders, as this will give them the opportunity to focus on 3G roll-out without having to worry about trading. In future though, the spectrum could be sold for different purposes other than 3G, such as for CDMA2000 rather than just wCDMA. But for now, thoughts about spectrum trading can be pushed aside.
