The president of RTP, Kurth, said that nothing could be done for the operators who purchased licenses at over inflated prices a year and a half ago, since the law did not allow for retrospective changes on auction sales.

Some operators are now also speaking out about laws surrounding merging companies which both hold UMTS licenses. At present, the RegTP requires one of the licenses, worth up to E8 billion, to be returned to the regulator without a refund.
