Ukrainian Mobile Communications says the NMT 450 network in the country will cover 10 Ukrainian cities by the end of 1995, Kiev, Odessa, Sevastopol, Dnipropetrovsk, Nikolajev, Kharkov, Simferopol, L’vov, Zaporozhye and Yalta. The company is 51% owned by the Ukrainian Ministry of Communications and 16.33% owned by Koninkslijke PTT Nederland NV, Telecom Danmark A/S, and Deutsche Telekom AG. The company was formally established in November 1992 and began commercial operation in July 1993. There are now around 5,500 subscribers. So far the company, the only cellular operator in Ukraine, has not been allocated any wavelength to establish a Groupe Speciale Mobile network. Like most Ukrainian state owned institutions, it has a completely separate set of prices for foreigners, which are significantly higher. Foreign users of the network pay between $1,000 to $2,500 for a handset, a connection fee of $450 and airtime of $0.60 peak and $0.30 off peak, outgoing, and $0.40 peak and 0.30 off peak for incoming calls.
