Carlton’s total Channel 3 licence payments will progressively reduce as digital take-up increases. This is because digital revenue is not subject to broadcasting taxes. Every 10 per cent of extra ITV digital viewing will save Carlton over GBP10 million a year in PQR payments.

Annual ITV licence payments to the ITC are made up of two elements: a cash bid, which is adjusted each year to take account of inflation, and a percentage of qualifying revenue (PQR) payment. The ITC has set the following renewal terms for the Midlands licence:

The new PQR rate applies from 1st April 2001, but the revised cash bid only becomes payable from 1st January 2002.
