Mercury Communications Ltd took a little longer than its competitor to read the Office of Telecommunications white paper, but once it had read it, it decided it welcomed the proposed changes – Any of of the options Oftel has laid out for consideration would be benenficial to Mercury and its customers, indeed for all customers in the UK, the company declared, pointing to the removal of ADCs, the move to use incremental rather than fully allocated costs as well as capacity-based charging for interconnect payments and what it called the long-awaited recognition that British Telecom was the only dominant player in the UK market.
