The news is hardly surprising since the German government has already installed Linux in several public ministries across the country. But the decision will be especially hard to swallow for Microsoft CEO Steve Ballmer, who had personally lobbied Microsoft’s cause to city officials. Ballmer had campaigned vigorously to get the city to standardize on Microsoft’s Windows XP platform.

Linux continues to gain considerable momentum in Western Europe, where it is Window’s only serious competitor on the desktop. Estimates give Linux a 15% market share.
