Judge Green has rejected a petition from AT&T that he bar the Bell regionals from participating in Martin Marietta Corp’s bid for the US government’s FTS2000 telecommunications contract, saying that competition needed to be fostered in these huge contracts, but warned the Bells not to regard this ruling as being carte blanche to enter the long-distance telephone business.
