IBM and AT&T are among the US cor-porate giants cheering on the sidelines at the news that the US and Canada have an outline free trade agreement that would eliminate tariffs over 10 years and cut restrictions on commerce crossing the border of the two North American neighbours: President Reagan hailed the agreement and said it will provide enormous benefits for the United States and over time cre-ate thousands of jobs, but Canada’s international trade minister, Pat Carney said the pact could fall apart during the approval process in Congress, where protectionist sentiment is mounting as a result of the soaraway US trade deficit.
