WEF measured Finland based on the country’s performance in terms of the extent technology is used by its citizens, business and government. The US, home to a large concentration of telecoms, hardware and software companies, slipped into second place, as it was less competitive in the breadth of information and communication technology use.

The Networked Readiness Index of the WEF’s Global Information Technology Report 2002-2003 saw Singapore jump into third place from eighth place. Sweden was unchanged in fourth place and Britain rose to seventh from 10th place.
