FAPSI ALONE PERMITS COMPUTER SALES TO GOVERNMENT

Formally part of the counter intelligence wing of the KGB, the Federal Agency for Government Communication and Information, FAPSI has emerged as the organisation with the sole right to authorise purchases of computers and communications equipment by the Russian government. A month ago, its last remaining rival, The Administration of Information Resources, UIR, of the Office of the Russian President, was abolished by a Presidential decree and all the functions of UIR were transferred to FAPSI. The main thrust of the work of FAPSI is to be able to control information exchange between government bodies. UIR was trying to create an electronic network independent of FAPSI.
