Electronic Data Systems UK has been granted a special licence by the Office of Telecommunications to operate networks that support both voice and data for UK customers, enabling it to optimise management, switching and transmission across the network: the licence does not, however, allow EDS to resell spare capacity to outside parties, although Oftel does plan in 1989 to relax the rules and end the current duopoly on speech transmission held by British Telecom and Mercury.
