The European Commission duly proposed on Tuesday that national governments end all monopolies on telecommunications infrastructure in the European Community by January 1 1998, Competition Commissioner Karel Van Miert announced: he said he would also propose immediate measures to allow cable television operators to carry some telecommunications services over their networks, and he favours using the controversial measure in the Treaty of Rome that allows the Commission to adopt measures without the approval of national governments; at present, the Community has only agreed to liberalise all telecommunications services in most countries by January 1 1988, while maintaining a state monopoly on the telecommunications infrastructure.
