The controversial European Commission decision to order phased liberalisation of telecommunications equipment sales throughout the 12 member countries – controversial not because governments oppose it but because it was introduced under a little-used clause in the Treaty of Rome that allows it to introduce competition laws without recourse to the Council of Ministers came into force last week: governments must now start liberalising sale of PABXs, modems of and second and subsequent telephones by mid-1989.
