Cable & Wireless Plc says it has reached preliminary agreement with Chinese telecommunications authorities on future co-operation, including plans for a fibre-optic submarine cable linking China and North America.The first project under the accord will be to develop proposals for the submarine cable. Cable & Wireless is still hoping that China will relax its ban on foreigners being involved in ownership of telecommunications infrastructure within China, but Beijing has not moved much on that as yet.
