Tele-Communications Inc. Bell Atlantic Financial Services’ upgrade reflects management’s demonstrated fiscal restraint in terminating the merger with the cable company and its intention to continue the build-out of its in-region broadband network, the ratings agency said.Standard & Poor’s views favourably Bell Atlantic’s construction of a broadband infrastructure within its franchise area as a more cost-effective entry into the cable business, rather than paying the premium for acquiring existing cable properties.
