We don’t usually take much notice of bills introduced into Congress until they clearly have a chance of being passed, or have the backing of the administration because until then they’re so much hot air, but a string of software companies that make a fat living from continuing licence fees from their products will not be at all happy about a bill introduced by Senator Orin Hatch, a Republican from Utah, which would amend the Copyright Act so as to make it illegal to rent, lease, or lend software for commercial advantage, with the exception of libraries; video cartridges would not be covered by the bill.
