Some 61% of the 300 IT chiefs in an exclusive survey by Computer Business Review thought that business users or line of business managers should be given some control over IT in their departments.

Just under a quarter of them (24%) went further, saying that business users should be empowered to make any IT changes and choices they believed would support the goals of the business.

Only 15% of the sample believed that the power to make IT decisions and changes should not be devolved from the IT department.

Technology advances such as software-as-a-service potentially cut out the IT middleman altogether, allowing business users to buy and use applications without involving IT.
