A new software developer which is tipped to become one the giants of the Chinese IT industry has officially opened in the country’s industrial heartland, Liaoning Province. Based in provincial capital Shenyang, the $60m Baogang Neu-software Information Industrial Co Ltd is a joint venture between Shanghai-based Baoshan Steel Group, the country’s top steel producer, and Neu- Software Group.
