In the month of June alone, 4.8 million subscribers were added onto Chinese networks, displaying a monthly increase of 2.8% on May. However, the growth rate is beginning to stabilize.

The Ministry had originally hoped to add 55 million subscribers during the course of 2002, but this target may be a little overzealous. So far the number of users added to the network has averaged 5.2 million per month.

However, the start of the Chinese year in Q1 sees the biggest growth and Q3 is the weakest quarter of the year, so such high averages may be hard to maintain.
