John Chen has been made chairman of Sybase Inc following Mitchell Kertzman’s departure to head-up Oracle Corp’s NCI unit (see separate story). Kertzman came to Sybase when it acquired PowerSoft Inc in 1994, the East coast application development company Kertzman founded. Kertzman replaced Sybase founder Mark Hoffman in 1996. Chen, an enterprise and operations guy who came over from Siemens Nixdorf Informationssystemes AG in August 1997, is already president and CEO.
