Cellular telephone fraud in New York City is so rampant that Cellular One of Washington-Baltimore, owned by SBC Communications Inc has told its customers that it will block their using their telephones in Fun City until it had finished investigating each fraud case, which it said would take three weeks, the New York Times reported.
