AccessNET received one year of funding from HRSA through the healthy communities access program (HCAP) in 2005 that has provided resources to develop a system of care for uninsured and underinsured families in South Carolina.

During this work, AccessNET recognized that secure exchange of health information would be central to improving the quantity and quality of care for its target population. To this end, the consortium began a partnership with CareEvolution to leverage administrative claims data to establish the infrastructure for a health information exchange for the region.

The project is on track to deploy a working pilot of a federated health information exchange by December 2006.

By leveraging existing claims data, we are on track to be able to offer an effective exchange covering over 90% of the state’s population, said Vik Kheterpal, a principal at CareEvolution. And we have done this with very modest resources and budget, he continued.
