The Federal Court of Canada ruled that resellers of long distance telecommunications services should be fully regulated like telecommunications carriers: the Canadian Telecommunications Association and ACC Long Distance Ltd were seeking leave to appeal against the plan, but this was rejected; resellers will now have to submit applications for approval to the Canadian Radio-Television & Telecommunications Commission by October 9.
