The Canadian Radio-television & Telecommunications Commission announced on Friday an immediate free-for-all in local telephony: it is to follow the UK regulator and use consumer price caps instead of a rate-of-return method to regulate telephone services, but not until January 1 1998; the agency also said it will allow telephone companies to provide any telecommunications information services, including transactional and interactive services such as home banking, tele-learning and tele-medicine.
