According to the paper, the order was signed secretly last July, and Pentagon officials have since then been working on plans for how the US could disrupt the information networks of nations it attacks.
The US is considering using such measures against Iraq, the report said, when Bush gives the go-ahead for war. The report added that the US would seek to shut down real-world targets such as radar sites and electrical grids.
The best defense against this kind of attack would, of course, be to not have critical systems connected to the internet in the first place. One would also hope that the US, as one of the nations most dependent on IT has just as comprehensive a defense plan for its civilian networks, across which billions of dollars flow.
