Borland International Inc and Open Environment Corp have amended the terms of the deal under which Borland takes over Open Environment and holders of the latter will now get a fixed ratio of 0.66 shares of Borland common for each of their Open shares. The exchange ratio had been 0.51, but subject to adjustment based on changes in the Borland price. The exchange ratio will no longer be adjustable and it values the target at about $40m.
